I think I know what you are asking for, but would love to hear more to be sure we are on the same page.
I think that would be great to give the WSfB apps true sccm in the new software center that is one point. The other is give apps that you create in sccm and give it to software center, would be cool to publish it in the WSfB that make a better expiriance for the user, that he have one location to select and install apps to a machine. There is one point more, add the myapps azure self-service portal also to the software center that the user has on singel place to get apps, insted of 5 diffrent places...

You can add additional deployments for one ADR, in 1511, that is your solution i think, and in the ADR set to uses the same SUG and it's easy work for your need...

This is available as the application groups feature in the 1905 technical preview. We’d love it if you installed it and gave us your feedback.
compliance settings like config items or baselines can run as a pre or post on an application deploymenttype. In this case you can pre and/or post configure software with a deployment on a application. That makes packaging without msi and transforms easier to configure without installing a SW with a script.
Check out the new uninstall behavior in 1804 tp.
i thinnk this is not a god idea, in case some admin delete a client object in the konsole this object will loose all direct meberships of all collections and in this case the computernwill uninstall all software. this could be difficult.
