Make the Custom Tab a User Client Setting instead of a Device Client Setting
It would be useful to many orgs if the "Custom Tab" setting, for Software Center, was a User Client setting instead of a Device Client setting. This way we could set sites for departments, or groups, and no matter what machine they sign into it will always display the page (SharePoint, etc) that we would like them to see.
For instance, in my own environment, we have users utilizing upwards of 20 different PCs a day. They don't have a "primary PC", and user device affinity is not accurate enough for us (through no fault of UDA; it works fine in other orgs). The ability to have their department SharePoint page front and center no matter which PC they use, whether in their physical department or not, would be highly beneficial.

I just had this idea today when discussing how to best get info out to our soon to be "pilot" user group. It would also be good for techs for specific items.

It would also be great to specify within an Application/Package on whether it goes into this Tab. I envision having a Tab for our Support Staff with a list of Applications and Packages that can help them troubleshoot issues.

To come at this from a different angle / use case. The ability to define client settings as user policy would give us the ability to customise the Software Center itself per say department. Brand it so users can easily see this is a HR Department / Finance Department / Puppy Training Department etc.

In a higher ed example, it would be useful to target faculty/staff and students with different resource pages. We currently have the custom site tab as our IT service management page so users can easily submit support tickets and get IT information by going to the Software Center - It would be extremely beneficial to have a user client setting available to deploy targeted websites in another tab for other resource pages.
